The ability to package stuff especially earmarks in a bill as a tool to negotiate between parties is a real problem.<br />That way they would have to agree or not do much, which would force them to really be in the center and vote on important matters where there's some national agreement. And if they don't pass too many laws, good. The military option has always been there for these folks.
