The System is A-OK

A few days ago, we learned that Michelle Obama’s long-time college friend Toni Townes-Whitley, a senior vice president at CGI Group, Inc. received the no-bid contract to build the epic fail Obama Care website. She met recently with a special assistant to the President and the Acting Commissioner of the IRS … presumably to find a way to iron out the problems with Obama Care, which although regulated by the Department of Health and Human Services, will be administered by the Treasury Department’s Internal Revenue Service.

This alone is utterly amazing.

In any case, Toni became a senior vice president in 2010.  Since then, the CGI ship has come to port (or so it would seem). White House logs indicate that Whitley has been a frequent visitor at the White House, so all of the noise claiming that Michelle and Toni hardly knew one another is pure poppycock. For now, we'll ignore the fact that both women helped to sponsor lectures by terrorists while attending Princeton —it is a genuine attempt on our part to avoid a lawsuit and even more attention from the NSA, as we are no doubt by now regarded as right-wing extremists.

We have all heard from the real IT experts from Silicon Valley tell us that no one with any brains attempts to roll out something as humongous as a national health care system without running detailed system checks before releasing it to the public. Well, what I should say is, “No one with any brains except the government …” Something to think about for a few seconds while we transition to the next eye-opener.

Under the heading, “It isn’t over until it’s over,” CGI Federal has more pokers in the fire than the failed Obama Care website. We’re talking about a serious moneymaker here; no, not for the American taxpayer, for the stockholders of CGI (which I would assume could include Michelle Obama, held in trust).

Who handles Section 8 rental subsidies? Well, it has been a real money maker for CGI Federal; it earned about a quarter of the $300 million or so in fees that came from the Department of Housing and Urban Development. CGI Federal, it seems, is well entrenched with Assisted Housing Services of Ohio, California Affordable Housing Initiatives, and North Tampa Housing Development Corporation. In the case of the Ohio concern, its director self-identifies as “Manager of Consulting Services, CGI Federal Healthcare Compliance Group.”

No surprise (to us) that CGI Federal was found to have over billed the HUD by tens of millions of dollars (2009-2011), and this prompted HUD to rebid the contracts (setting a lower standard for profit margins). When the new contracts were awarded, many of CGI’s partners lost out. Understandably, CGI Federal wasn’t happy and so they sued. According to the Washington Post:

          “Instead of letting the awards stand, the losers complained en masse to the Government Accountability Office, prompting HUD to back off those awards and offer another solicitation. This time around, HUD got rid of the cap on the number of units a subcontractor could administer, but precluded out-of-state entities from landing a Section 8 contracts if there was a qualified local bidder, which cut into CGI's business model -- some of the entities they worked with offered services to housing authorities all around the region, and wanted to compete for contracts even further afield. Obama's GAO ruled that the new process was a no-no.

          “HUD decided to ignore the GAO. So the housing authority-affiliated entities appealed again, this time to the Federal Court of Claims -- the three that contract with CGI filed a joint complaint, saying HUD's award process was anticompetitive. In April, HUD won. But the companies kicked it up yet another notch, to the Federal Court of Appeals, where arguments were held last week. Until the litigation is resolved, HUD can't execute any of the new awards.

          “Meanwhile, the Ohio entity asked its state's Congressional delegation -- where CGI does lots of business -- to include an amendment in this year's ill-fated Transportation, Housing, and Urban Development appropriations bill that would have forced HUD to keep the contracts available to out-of-state entities, which CGI wanted. (The legislators asked HUD nicely to do so earlier in 2012, to no avail). Public records indicate that during this time, every quarter from 2010 through 2012, CGI Group itself was lobbying on "HUD housing management contracts."

Well, but maybe all those trips to the White House … all those hours with Michelle reliving the good old days spewing out anti-White hate propaganda and inviting terrorists to convince Princeton students how terrible America is have finally paid off. According to one news source, CGI Federal (in spite of its Obama Care failures) was recently awarded five (5) new government contracts. A senior vice president remarked, “From our perspective, the system is working.

Isn’t it a funny thing that whenever Obama creates the problems, he then blames others for it and denies having anything to do with it. Just like they did with, Benghazi, Kathleen Sebelius,. Susan Rice, George Bush!
As for Kathleen Sebelius she has made a mockery of testifying at this hearing, shades of Hillary Clinton.

1. There is no magic in building websites, not even in large enterprise-level systems.
2. There is no magic in planning and managing such a system.

It has taken an extraordinary level of incompetence to take half-a billion dollars and three years for something that could have been done for a tenth of the cost.

Systems like this are like ones done all the time by IBM, Microsoft, Boeing, etc. Look for management and system expertise, and let the bidding process take care of the rest.

Thanks for the background on the contract award. Suddenly, government corruption is in moving at an ever progressive pace. No pun intended.

It would be pretty tough to defend the Washington procurement process, the rules have been fudged so often to favor a few large companies and indemnify them that it needs complete revision.

But once again the target is Obama and not the root of the problem. Getting rid of the likes of Diane Feinstein (D - Shyster) would be the place to start.

Presidents come and go but we live with those crooks forever.

Is CGI even an American company? It's got a history of flubbing jobs big time. Strangely enough it seems to be a company that has its lip locked firmly on the public teat sucking in billions of tax payers dollars.

“Whoever hired CGI to do Obamacare didn’t check the background of this company,” Mr. Bernardo said in an interview. “They could screw up the Lord’s Prayer.

The Canadian government hired CGI n the mid-1990s to develop a computerized firearms registry. (The requirement for long guns ended in 2012.)

By 2002, a government audit of the registry showed that massive cost overruns had led to spending $688 million on the program to register an estimated 8 million guns in the country.

Another audit four years later showed that the new system put in place was “significantly over budget project delays have contributed to about one-third of the total cost, now expected to be at least $90 million.”

As a result of the enormous losses to taxpayers, Canada fired CGI in 2007, paying out an additional $10 million to end the contract.

“We spent $2 billion for a list that doesn’t work,” said Mr. Bernardo said of the national gun registry. “This is all just to make a list — a database — you could do it with an Excel spreadsheet, for goodness’ sakes.”

Even worse than the financial loss for Canadians, the computer system has had repeated privacy breaches. The gun registry has been hacked at least 320 times."

I laugh each time I hear Sebelius say, “I hold myself accountable.” There is never any consequence to the malfeasance and criminal negligence in government. Oh, it’s true they’ll fry Snowden, but Clinton has a get out of jail free card that never expires.

You know what? The bottom line is that we will never see an improvement until the American people demand a higher standard from their elected officials. I don’t mean treating them as if they are saviors … I mean having high expectations and holding their feet to the fire. There are two issues: the reality of corruption, and the perception of corruption. We do not know for certain that Michelle is involved in this … but sometimes the perception of corruption is just as bad. Silly me, I keep forgetting … this is Chicago politics.

I've been asking this question for quite some time. Why isn't this a major topic of news? OK, please I know about the MSM but I've heard nothing on FOX or any of the Talk Radio programs either. Nevertheless they all keep going, on other parts of this fiasco, ad nauseam.

(More than that actually, I'm in the business), and it doesn't work upon being put into production, you get money back from the developer, you don't give them another 7 million.

My question, Imp, would be why do you want to keep your free(LMAO)® market when it has been so inept at managing the health insurance issue.

I have always been VERY well served by my Blue Shield. I paid nearly ZIP when my dear Mr Z went through what he did.

What my beef is the health BUSINESS...not health INSURANCE business...the health BUSINESS is out of control.
My sis spent 3 hours , out patient, and had something in her foot fixed...she was under for about 20 minutes. The bill is $33,000 dollars...IN for 3 HOURS.

THAT, I believe, is unfixable, Ducky...how do you get things to cost less???

Did you see where the FDA is going to ban trans fats? Ahh, Ok, probably not a big deal, but watch how this snowballs in society, once the gov puts the private insurers out of business. That's going to happen quick.
Then once we're all on single payer, guess what.. The government will be entitled to do everything it can to 'keep us healthy' and 'keep costs down'.

No more salt on restaurant tables. No more sugar. Replaced with garbage that no one really knows the health effects of.

They're going to regulate so much, maybe Duck will even recognize it.

Healthcare was an Easy fix. Throttle the lawyers, remove the regulation, allow doctors to do what they do best - treat patients versus satisfy the governments insatiable thirst for red tape.

Congress (and those who control it) has evolved from a meet when necessary group to a micro-managing pack of information and power hungry morons.

Has anyone noticed the volume of news dedicated to politics? Seems like at least 80% if you remove the serious garbage like Entertainment, Sports and Health.
In my opinion, and the opinion of other experts, the % of news dedicated to politics should be about 5%, a little more around elections.

Why is this? Politicians are afraid of us. They are insecure in their position. It's why they shower us with [false] information about themselves and constant whining about their political adversaries.

It's like we're being forced to watch constant kindergarten playground wars. I don't watch. Somehow magically, I stay informed, and much better informed than most.
