I've learned not to trust quotes from ancients that appear to apply to our times, as though we're ignoring the wisdom of the ages. Z, this is a phony, fake, made up quote. It's from a 1965 novel by Taylor Caldwell, "A Pillar of Iron". It's a fictionalized account of the life of the senator.
I will happily recant my assertion if you provide the original citation for the quote. Good luck.

Craig, I Google everything before publishing.... and there was plenty attributing it to Cicero but most of them I see now attribute only half of it to Cicero, the first half.
Important, first and last halves, of course...whoever said it. And whoever made up the second half.
